The UK and US have finalized a important bilateral deal that will preserve no import taxes on British pharmaceutical shipments going into the US market.

The Terms of the Deal

Under the terms of the agreement, the UK has pledged to raise spending on medicines through the public health system. This move secures that tariffs on these vital products will stay at nothing for a timeframe of three years.

This deal comes after earlier threats to significantly raise import taxes on branded drug imports, with figures mentioned up to double the cost.

"This deal with the UK reinforces the international landscape for new treatments and brings long-overdue fairness to American-British drug exports," an announcement said.

Commercial Impact

Pharmaceuticals represent one of the UK's biggest goods shipped to the United States, which is easily the biggest destination for leading companies like GSK and AstraZeneca.

Statistics reveal that in the one-year period to the end of the third quarter, the UK exported drugs worth £11.1bn to the US. This figure represented 17.4% of all goods exports in that span.

"This deal protects work, increases capital expenditure and facilitates the UK to establish itself as a international leader for life sciences," the Business and Trade Secretary commented.

Key British Pledges

The deal involves several notable changes from the UK:

  • Revised Affordability Limit: The UK will increase the price threshold at which it deems new therapies to be too expensive by a quarter.
  • Higher Drug Budget: There is a goal to increase overall health service expenditure on medicines from 0.3 percent of Gross Domestic Product to 0.6% over the following ten-year period.
  • Refund Ceiling: The sum pharmaceutical firms must refund to the NHS to stay within budget will be capped at fifteen percent. Previously, rebates exceeded twenty percent.

Broader Context

The pact takes place against a protracted dispute between the pharmaceutical industry and the UK government over spending levels and approval rates.

This friction were heightened by arguments that US customers were paying a premium for the identical medicines than patients in the UK and Europe.

In recent months, several major drug company projects in the UK have been delayed or abandoned, while substantial funding commitments have been announced toward US facilities.

One official publicly accepted that the NHS had to increase expenditure on treatments, noting that its budget allocation on drugs had shrunk as a proportion of its overall budget over the previous ten-year period.
