The Demise of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from different nations. Immense energy is expended on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from Russian territory, a ability provided through current data. From witness perspectives, military aircraft that had been scrambled to engage hostile guided weapons streaked across the sky – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely delivered by Western nations. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: maybe the incoming missile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the early updates: several casualties, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those entire period illustrated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new initiative from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, endure.

Political Considerations

It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is impossible to compel Moscow to surrender the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does minimal to deter Moscow, through statements or actions, from believing that the current condition will not shift further in its advantage in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a total frontline collapse until conditions improve in its favour.

Current Realities

Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
