United Nations Security Council Approves the US Gaza Initiative

The global body has supported measures put forward by President Trump for securing a durable ceasefire in Gaza, including the deployment of an international stabilisation force and a possible avenue to a independent Palestine.

Broad Support with Notable Abstentions

The proposal was approved by a tally of 13-0, with both China and Russia choosing not to vote. America's representative the US ambassador told the council chamber that it charted “a new course in the Middle East for the conflicting parties and all the residents of the region alike”.

Compromise Phrasing on Independence

Addition of references to an independent Palestine was the trade-off the United States offered for support from the Arab states, who are expected to contribute security forces for the global force.

“The transitional arrangements that we embark on today must be executed in adhering to global standards and upholding Palestinian sovereignty,” James Kariuki declared.

Netanyahu's Opposition Remains

However, on the brink of the council decision, Israeli prime minister Benjamin Netanyahu restated his cabinet's adamant opposition to the creation of a Palestinian state, casting doubt on whether the Israeli government will allow the enactment of the internationally endorsed measures.

Vague Wording and Requirements

The mention to sovereignty was a negotiated inclusion to an original American proposal which did not mention it. But the phrasing is ambiguous and contingent, stating only that once the PA has reformed itself and the reconstruction of the territory is under way, “the circumstances may finally be in readiness for a credible pathway to Palestinian self-determination and nationhood.”

Worldwide Feedback

The phrasing fell far short of the firm commitment to the creation of a Palestinian state alongside Israel sought by Arab and Islamic states, as well as European delegates, but in speeches to the council after the approval, delegates from those countries said they were prepared to accept the agreement in the benefit of extending the current truce and prompt actions to feed and protect the 2.2 million Palestinians in the strip.

“Our delegation has finally decided to support of this resolution, a measure that we approve its primary aim, namely the continuation of the ceasefire and the formation of circumstances enabling the Palestinian population to assert their immeasurable rights to self-determination and nationhood,” Amar Bendjama announced.

Practical Difficulties

The proposal gives comprehensive monitoring control to a “board of peace” headed by Trump, but of uncertain membership. This committee has to inform the international body but it is not bound by the preferences of the UN or by the Palestinian Authority.

Furthermore, it demands the creation of a specialized Palestinian group that is expected to manage routine management of the Gaza and the provision of utilities, but it is highly uncertain who would take part.

Security Force Authority

The mission of the ISF empowers it to remove and dissolve fighting factions in Gaza, but it is far from clear that potential participating nations would be willing to engage such factions. No country has to date committed itself to contributing forces.

Additionally the criteria for changes to the PA, the prerequisite towards moves to a sovereign Palestinian, have been hazy.

European officials said they considered it urgent that the identities of the specialized group to deliver services was determined as without delay.
